The Newport Citizens Advisory Council (NCAC) endeavors to promote group cooperation among residents within the community and to encourage a spirit of civic responsibility. Its purpose is to provide a structure and a continuing process to permit and encourage widespread citizen participation in the policy, planning and decision making process of our city.
There are 8 neighborhoods, which are located throughout the City and are responsible for reviewing issues of interest to their own community/neighborhood and presenting those concerns to the Board of Commissioners. The officers are elected from among the members of each neighborhood.
The Advisory Council Officers are as follows:
- Chairperson- Joyce Chastang, East Row Historic District
- Co-Chair- Verna Fenhoff, Buena Vista
- Treasurer- Mike Bradley, Clifton
- Secretary- Michael Buescher, Westside Citizen’s Coalition
NCAC meetings are open to the public and are held on the 2nd Thursday of each month at 7:00 p.m. in the City of Newport Multi-Purpose Room, 1st Floor, 998 Monmouth Street .

- Cliffview: Ray Butts, Not meeting at this time
- Clifton : Mike Bradley, Meets 2nd Tuesday, 7:00 p.m.
- Westside Citizen’s Coalition: Michael Buescher, Meets 4th Tuesday, 7:00 p.m., New Hope Christian Center , 941 Central Avenue
- Cote Brilliante: Terry Richter, Not meeting at this time
- East Row Historic District: Joyce Chastang, Meets 1st Tuesday, 7:00 p.m., St. Marks Church, 8th & Monroe
- Two Rivers I & II: No current representative, Not meeting at this time
